The Association of State Dam Safety Officials (ASDSO), the Federal Emergency Management Association (FEMA) National Dam Safety Program and national the dam safety community recognize that having effective EAPs at all high- and significant-hazard potential dams in the United States is critical to reducing the risks of loss of life and property damage from dam failures. As a result, Massachusetts dam safety regulations were modified on February 10, 2017 by the enactment of 302 CMR 10.07which requires owners of High and Significant- Hazard Potential dams to prepare EAPs. DCR owns 64 Significant Hazard dams and CDR Maguire was one of four consultants chosen to prepare EAPs for 25% of their dam assets.

 

The assignment included the review of existing dam documents; dam breach modeling, in some instances, and the final preparation of an EAP. CDR Maguire received a Notice to Proceed late December 2017 with June 30, 2018 as a firm deadline and the 16 EAPs were delivered on time and just under the $84,000± budget.
